The legal text, which, although it is in force, is old in its wording, includes within the list of “dangerous” people to the lazy, considered as such those who, not having lawful means of subsistence, do not exercise a profession or trade and, being suitable for work, give themselves over to idleness”; “the beggars, considered as such those who, being fit for work, engage – on a regular basis – in public begging or, being disabled due to disability, illness or old age, do so in places where there are establishments intended to shelter or assist them; and those who habitually live off the begging of others, exploit minors, the sick or crippled, or incite them to beg.”
