What are the reasons for Lacalle Pou’s veto of the law for former Casa de Galicia workers?

President Luis Lacalle Pou made official the text of the partial veto of the law that sanctioned the Parliament to establish coverage by the State for the labor credits of more than 1,000 former workers of House of Galicia.

To decide the measure, which the former employees of the mutual company questioned and will try to lift, the president cited “reasons of constitutionality and convenience”, by targeting mainly the first three articles of the standard.

The text of the veto argues that the project presented by the Wide Front and also approved with votes of Town meeting, he Colorado Party and the National Party, violates the principle of equality enshrined in article 8 of the Constitution, noting that it is applied “in an unequal and discriminatory manner, favoring a group of workers, to the detriment of the rest.”

At the same time, the president stated that the rule also goes against article 86 of the Constitution, which establishes that the creation and deletion of jobs and public services; The fixing and modification of allocations and the authorization for expenses will be made through the laws of budget.

For Lacalle Pou, Articles 1, 2 and 3 establish “a system of guarantees for labor credits specific to former employees of the House of Galicia and in more advantageous conditions with respect to the rest of the private workers”.

For all this, the Executive indicated that “it turns out to be more questionable” to use the funds collected “for the special security contribution of 0.025%”, which taxes the income of all workers, “to allocate them to satisfy the credits of a specific group, to the detriment of the rest “.

The Executive proposed substitute articles

In the text of the veto, the government proposed substitute articles that point to “the need to guarantee the labor credits of former workers of the House of Galicia” and must be analyzed by the General Assembly. There the official position is established of providing a fund of 8 million dollars, when the vetoed project contemplated 30 million and the former employees claim more than 40 million.

According to Lacalle Pou, These proposals “meet the objectives of maintaining the possibility of guaranteeing workers’ labor credits, do not affect the fund’s stocks and determine the State’s contribution to a certain sum, allowing the careful and responsible management of the resources of the National Treasury to charge of Executive power”.
