It is rare for a municipal employee to advance from sick leave representative to municipal manager within two years. At the age of 23, too. However, youth was not an obstacle for the Kefermarkt local council and, with a unanimous decision, he entrusted Daniel Stürmer with the role of head of the market town with 2,200 inhabitants. From April onwards, he will not only be one of 398 heads of office in the 438 municipalities of our state, but when he takes office he will also be the youngest head of office in Upper Austria. District manager, formerly known as community secretary, is not an easy job on the pillow, but a demanding and, above all, versatile job that requires extensive, basic legal knowledge, from waste management to civil defense, and in which the administrative threads come together. In addition, communicating with citizens can be very challenging.
Accordingly, the outgoing Mühlviertler, who will initially have a three-year contract, sees his future work very motivated: “I am taking on my new task with great joy, but also with great humility. Together with my team, I would like to further modernize the administration “Promoting digitalization and positioning the municipal office more strongly as a service company”. Sturmer expects big and important projects in the coming years.
Anyone born in Kefermarkt should be well prepared for this. After graduating from high school in Freistadt and completing military service, he enrolled in 2019 to study business law at the JKU Linz, which he completed partly part-time with a Bachelor of Business Law (LL.B.). In his free time he enjoys being active in sports: for example as chairman of the Kefermarkt tennis club.
The Kefermarkt municipality’s job plan does not provide for an academic as head of office, but Sturmer was still aiming for one: “For me, it’s not a question of overqualification or pay. There are interesting tasks here, and I can contribute well thanks to my studies. I’m also in embedded in a nice team and: “I live in Kefermarkt”.
From April 1st, Daniel Stürmer will follow in the big footsteps of Günter Heinzl, who has been employed at the municipal office since 1990 and was head of the municipal administration from 2001. In 33 years he has made a major contribution to the development of the market town. Despite an intensive six-month training phase, his successor is also very aware of Kurt Tucholsky’s words: “Experiences are not passed on – everyone has to do them alone.”
