Esquer, Vasto and four other people were videotaped when they made deposits “in carrousel” at the San Ángel branch of the Afirme bank, according to the Yucatán Legal Club.
According to the records, These people entered the bank 50,000 pesos (then equivalent to 2,539 dollars) each and returned to line up and deposit, until completing among the six 28 deposits for a total amount of 1.4 million pesos (71,100 dollars) in cash.
Due to the magnitude of that sum, the deposit should have been reported to the Ministry of Finance, as established by the anti-money laundering law, but supervision was evaded by depositing the money in “ant deposits,” the entity described on its website.
The operation took place in December 2017, seven months before the last presidential elections, and the authorities suspect that at least part of that sum was used to finance the proselytizing campaign of the National Regeneration Movement (Morena), López Obrador’s party. .
The maneuver was completed in 20 minutes, according to the videos released by the NGO Mexicanos Contra la Corrupción e Impunidad (MCCI) and the Latinus portal, and was later replicated in other bank branches for a total of 44.4 million pesos ( about $ 2.26 million), according to the INE.
The deposits were destined to a trust that Morena had created in order to help those affected by an earthquake, but an investigation by the INE confirmed that part of the money was given to party leaders
The video was released in July 2018 by the newspaper Reforma, but so far Esquer and Vasto had not been identified, according to Club Jurídico Yucatán.
The INE determined that the trust operated illegally, and imposed on Morena a fine of 197 million pesos (about 10 million dollars) that a year later would be revoked by the Electoral Tribunal of the Judicial Power.
Likewise, the INE gave intervention to the then Attorney General’s Office (current Attorney General’s Office), two specialized prosecutors, and the tax and financial authorities, whose investigations are still pending.
In November 2020, MCCI reported that Esquer hired two shell companies to carry out events and put up posters in the López Obrador campaign in 2018.
