Almost all employers and employees in the railway sector agree on direct awards. The representatives of the transport companies and the Vida union are calling for direct awarding to continue in the public sector rail sector. These would first secure nationwide rail transport; there are far too few companies that could apply for tenders.

Specifically, the social partners have written letters to political leaders in which they point out that direct awards can be retained and that tenders are not necessary. The background is a legally non-binding directive from the EU Commission that gives preference to tenders. According to two reports commissioned by the social partners, the interpretation guidelines limited the options for direct awarding.

“The donors should decide for themselves whether routes in passenger rail transport are put out to tender or awarded directly,” division chairman Thomas Scheiber is quoted as saying. The predominantly private Westbahn reacts with astonishment: “More competition leads to the best offer.”
