The decision was informed by the Energy and Water Services Regulatory Unit (Ursea), which in this way left the modification without effect until at least November 30, 2025, after the agreement reached by the Executive and representatives of the sector.


The proposal that was left without effect required that each distributor must pay the value of the freight, defined by Ducsa, Axion and Disa, an expense that today is absorbed by Ancap, which reimburses the money that distributors pay to carriers.
The postponed resolution established variations in the methodology for calculating the Temporary Intermediate Maximum Price (PMIT), which will be calculated monthly according to the previous formula.
The agreement regarding the secondary distribution of fuels liquids was formalized on November 14 between the Ministry of Industry, Energy and Mining (MIEM) and the Association of Fuel Transporters (ATC), before the Ministry of Labor and Social Security (MTSS).
Claim from carriers and response from Ancap
The measure generated several complaints from the ATC, after which the president of Ancap, Alejandro Stipanicic, He specified through social networks that “regarding the announcement of the stoppage of fuel transportation activities, it is necessary to remember that they are unrelated to the decision of Ancap and their participation in issues pertaining to the regulation of distribution is not appropriate.”
Stipanicic He recalled that the state company “delivers fuel to the country’s distribution plants and the arrival at the stations is the responsibility of the distribution chain (distributors Ducsa, Axion, Disa and stations with their own freight).
Meanwhile, the transporters had questioned that the government had decided “to end on December 31 the linking of Ancap with the transport companies that – with their drivers and tanker trucks – have been carrying out secondary distribution for more than 20 years.
