“There is a whole process of agreement inspection at the national level for the removal of points and then there is a whole computer system that we have to support all of that,” explained the deputy secretary of the Canelones Municipality.

The model to follow regarding the implementation of the points-based driver’s license system is the one that was implemented in Spain, which took three years.

“The agreement there is is to work on these technical aspects, that are very important,” Metediera stated in this regard. “We cannot take this lightly because it is a change that has taken a long time everywhere and you cannot do it in a crazy way, but there is an agreement to start to work with a pilot test in July 2025,” he said.

What would the new regulatory framework be like?

The project was presented by the Single Vehicle Income Collection System (Sucive) in conjunction with the National Road Safety Unit (Unasev). intends to create two categories of fines. The first of them would be common to all departments and corresponds to the most serious offenses. Are violations and fines They could not be modified by any departmental government. Examples include a positive result in a blood test. alcoholemia, where the penalties would range from six to sixty months of license disqualification.

In the second group are fines and infractions that are not so serious. These can be decreased or increased by up to 50%, depending on the mayors of each jurisdiction, always taking into account the values ​​imposed in the approved regulatory framework.

On the other hand, if the driver admits the fault, he will have 30 days to pay the fine with a 30% discount and the possibility of not being recorded on the Driver Registry and Violations, except in some cases. Exceptions include drive without a license or with a suspended license, test positive alcohol control or drugs, refusing controls, exceed speed limits and have photographic evidence, or even infractions for traffic accidents where there are injuries.

Soon, the government will meet to agree on the sanctions on national routes. Meanwhile, as sources confirmed to El País, it is estimated that the new regulatory framework would be applied at the end of November, while others establish that it would begin to operate from the beginning of 2024.
