The opposition Frente Amplio (FA, left) and social organizations presented in July more than 730,000 signatures to promote this instance against 135 articles of the Urgent Consideration Law (LUC), a roadmap of the right-wing ruling coalition that came into effect in June 2020.
To activate this mechanism, 25% of the electoral roll is necessary, which is equivalent to 671,544 signatures, which were reached this noon, according to the National Pro Referendum Commission, the group that promotes the consultation.
“There is a referendum! The Electoral Court validated the necessary signatures,” the group reported on its Twitter account, where opposition leaders quickly began to reply and greet the news.

Hours later, the president of the Electoral Court, José Arocena, announced that the referendum will be held on March 27 next and gave details of the vote: the sheets for Yes will be pink and those for No, light blue.
In this way, the Electoral Court would comply with the imposed term of 120 days to convene the popular consultation, which will be mandatory.
What is the Law of Urgent Consideration
The LUC is the flagship of Lacalle Pou, who took office on March 1, 2020 after 15 years of left-wing mandates.
It was promulgated by the Executive Power on July 10, 2020 and constitutes one of the most important norms of the current administration, defended by Lacalle Pou as “good, just and popular.”
However, voices against it were raised from the opposition and the Broad Front warned that rights and freedoms were lost and that legislation was passed in favor of the most privileged, the AFP and Sputnik news agencies reported.
The FA called for the repeal of 135 of the 476 articles of the law, which reflects the main points of the program of the ruling coalition, covering topics as diverse as public safety, education, economy or health.
Among the most questioned points are the flexibilization of the use of police force, regulation of the right to strike and declaration of illegitimate pickets held in public or private spaces that “affect the free movement of people, goods or services”, with the consequent power to dissolve them.
Regarding the Penal Code, the LUC extends the minimum and maximum penalties for minors of imputable age, in addition to limiting the semi-freedom regime for adolescents.
It also extends the concept of legitimate defense to a material asset, extends from 2 to 4 hours the period that the Police has to inform the Prosecutor’s Office of the arrest of a person, and grants power to police and military to register people and cars in proceedings ” routine preventives “.
It also has changes in the crude oil market and its derivatives, eliminates the obligation of formal education in early childhood and reduces the role of the general directors of the Education Councils.
Analysts understand that the referendum could become a kind of plebiscite on the administration of the president, which according to the polls still has acceptable approval levels.
