In order to limit the Paris climate goals – the temperature increase to 1.5 degrees Celsius – the EU, federal and state governments are required. “However, we are missing concrete targets for greenhouse gas reduction in Upper Austria,” Rudolf Hoscher, director of the State Audit Office (LRH), was quoted as saying in a broadcast today, Wednesday.

It is also recommended to bundle the funding, for example for a boiler replacement, in one directorate and to complete the database. The data from the building and apartment register and the newly created heating system database could be used for this, says Hoscher. This makes it easier to plan the exit from oil and gas.

The state supported private boiler replacement with around 41 million euros from 2019 to 2022. “This meant that around 7,350 biomass heating systems, 4,700 heat pumps, 650 local and district heating connections and around 1,100 solar thermal systems could be built,” says Hoscher.

Funding doubled

In 2022, approved subsidies doubled compared to 2021, triggered by higher energy prices as a result of the Ukraine war. Federal and state funding can achieve a funding rate of 70 percent or more for a project, says Hoscher. The boiler industry recently complained about a lull in orders, which also led to the insolvency of the Windhager Group in Salzburg.

The political reactions to the LRH report were varied: VP club chairman Christan Dörfel said that the report confirmed the course towards climate neutrality by 2040. SP energy spokesman Thomas Antlinger appealed to Governor Thomas Stelzer (VP) to “finally define clear climate goals “. Severin Mayr, club chairman of the Green Party, calls the black-blue climate and energy strategy in the country “unambitious.” The Neos are also calling for a database and a central coordination point for funding processing.
