The Vice Minister of Foreign Affairs, Sergei Ryabkov, stated in an interview with the Russian news agency RIA that Moscow would have to do so if NATO refused a compromise with Russia to avoid an escalation.
The comments heighten tension with the West as Russia demands security guarantees, while U.S and its allies warn Moscow to abandon an alleged plan to invade Ukraine, something that Ryabkov again denied is on the table.
Intermediate-range nuclear forces (INF) in Europe were banned under a treaty agreed in 1987 between the Soviet leader Mikhail Gorbachev and the american president Ronald Reagan, in what was hailed at the time as an important step.
Washington abandoned the pact in 2019 after complaining for years of alleged Russian violations.
Ryabkov said there was “indirect indications” that NATO was redeploying the INF, including its restoration last month of the 56th Artillery Command that operated nuclear-capable Pershing missiles during the Cold War.
“The lack of progress towards a political and diplomatic solution to this problem will lead to our response being of a military and military-technical nature,” he said.

NATO says there will be no new US missiles in Europe and that it is prepared to prevent them from deploying new Russian missiles with a “measured” response that would only involve conventional weapons.
But Ryabkov said Russia has a “complete lack of confidence” in NATO.
