Irish Permanent Representative to the UN Geraldine Berne Nason at the UN Security Council meeting drew attention to the fact that the adoption of the resolution could be the first step allowing the UN Council and Secretariat to better understand the consequences of climate-related security risks.

“Instead, we missed the opportunity to act and turned our backs on the realities of the world in which we live. Ireland’s position is clear: the veto is an anachronism. We regret the use of the veto under all circumstances. And we are very sorry that it was applied today, ”she said, adding that Ireland will promote“ a strong approach to climate and security on the Security Council agenda ”.

According to the US Ambassador to the UN Linda Thomas-Greenfield, having vetoed this resolution, Russia did not allow taking “a necessary step to combat the consequences of climate change.”

British Permanent Representative to the UN Barbara Woodward also reported on the regret experienced by London after the vote.

Ireland and Niger submitted the resolution to a vote in the UN Security Council on December 12. At the same time, initially it was not finally agreed with all members of the Council.

The draft resolution was co-sponsored by 113 states, but 80 countries decided not to support the text imposing the position of climate activists.

Russian Permanent Representative to the UN Vasily Nebenzya said on Monday that the draft UN Security Council resolution on climate and security is unacceptable for Russia. According to him, Moscow is opposed to the creation of a new direction of work of the Council, which “asserts a generic and automatic link between climate change and international security.”

The authors of the project state that the Security Council has repeatedly emphasized the need for the UN, regional organizations, and member states to take into account the impact of the adverse effects of climate change on their activities, programs and strategies in the countries. It is noted that this is due, inter alia, to the Lake Chad Basin region, Somalia, Darfur, South Sudan, Mali, the Democratic Republic of the Congo, as well as West and Central Africa, Cyprus and Iraq.

In accordance with the resolution, the Security Council would call on special political missions and UN peacekeeping operations to take into account the security implications of climate change in their assessments and conflict prevention.

On November 24, Russian President Vladimir Putin noted the achievement of the goals of the climate conference in Glasgow. According to him, it was possible to coordinate the efforts of the international community in the fight against climate change and create a good basis for further movement in this direction.
