“He is a legend in this area”said Interior Minister Gerhard Karner (VP) and thanked Udo Jesionek, the former president of the youth court, for his many years of commitment to the victim protection organization Weißer Ring. Yesterday was the European Day of Crime Victims, and to mark the occasion the Ministry of the Interior and the White Ring invited people to a high-profile symposium.
Jesionek, who is also an honorary professor of criminal law at the Johannes Kepler University in Linz, was one of the founding members of the White Ring in 1978 to advocate for the rights and needs of crime victims. He has been president since 1991 “tireless engine” for the victims’ protection interests, as Karner put it. Jesionek is now honorary president of the association.
The White Ring is now led by a collegial executive committee, which also includes Professor Lyane Sautner, head of the Institute for Criminal Law at the JKU. The expansion of victims’ rights is a success story, she emphasized in her lecture. In the past there were only victims “Marginal figures in criminal proceedings” were: witnesses who were obliged to tell the truth. “The victims’ needs and interests did not legally exist”a trend reversal only occurred at the end of the 1980s. “Gradual improvements followed until psychosocial and legal process support was introduced across the board in 2006″said Sautner.
This topic is also a matter close to the heart for Honorary President Jesionek: “I was able to accompany the implementation of the process support from the beginning.” Justice Minister Alma Zadic (Greens) emphasized that it takes a lot of courage and strength for a victim to go through criminal proceedings. “This requires experts to accompany the victims through this process.” Almost 10,000 people affected each year receive help in the form of process support. “Thank you for this commitment!”
“When we talk about victims of crime, it is often women and children who are affected”said Family Minister Susanne Raab (VP) and referred to the decision to introduce violence clinics. These serve to preserve evidence and are intended to increase conviction rates.
Networked across authorities
According to the Interior Minister, the police issued more than 15,000 entry and approach bans last year. Cross-agency networking is crucial, for example through security police case conferences. These have increased almost tenfold since its introduction in 2020, said the Interior Minister.
