After the first electoral round, both candidates moderated their proposals and sought alliances closer to the center to win the largest number of voters.
With the timed adjustments of the programs, the same candidates have admitted that several of the proposals contained in their new plans are not definitively resolved and will depend on political agreements.
Here are some of the main initiatives of the candidates for the presidency of Chile:
Pensions The elimination of the current system of individual capitalization of pensions has been one of Boric’s main flags, to move to a collective model. In addition, it proposes a basic pension equivalent to about 300 dollars “in regime”.
Kast, for his part, proposes to open the sector of private pension fund managers to improve competition.
Peace and order. The discourse of order and peace proposed by Kast includes the creation of a Security Committee, reforms to the armed forces, creation of a special judiciary and revision of laws.
After the first round, Boric has put more emphasis on anti-crime plans, improvements to the police force and has promised more security for citizens.
Taxes. Boric proposes to raise tax collection by at least five percentage points of GDP during his government, with increases in taxes on companies, elimination of exemptions, green taxes and the richest, a mining royalty, in addition to measures against evasion.
Although his original plan included a significant tax cut, Kast said his advisers recommended that the adjustment be made gradually to ensure fiscal financing.
Health. Boric proposes creating a Universal Health Fund (FUS) that would dismantle the current system, in which most people are listed in a public system and the rest in private insurers. The FUS will finance access to care and there will also be supplementary insurance.
Kast offers to modernize public health providers to improve management.
Mining. The vital mining sector of the world’s largest copper producer has been one of the least mentioned during the campaign.
Boric proposed in his plan to establish a mining royalty similar to the project currently being discussed in Congress. In its modified program it combines royalties on the value of the mineral and on the operating margin.
For his part, Kast scrapped the idea of opening up the capital of state copper giant Codelco to private parties, as he had previously proposed.
Social agenda. Boric promises to advance issues of gender equity, reproductive rights – including safe abortion – and the inclusion of LGBTIQA + groups.
Kast – openly opposed to issues such as equal marriage and abortion – proposes protection for families, a diversity of educational projects, support for childcare and a policy to encourage birth.
In addition, it promises to improve women’s rights, although it has not offered details.
Drugs During the last pre-election debate, Boric was against legalizing marijuana use, but said he was in favor of decriminalizing self-cultivation of cannabis. Kast for his part reiterated that drug traffickers must be prosecuted.
Labor and state aid. Both candidates have been open to continue with a stimulus launched by the Government to partially subsidize new hires and thus help promote employment.
However, none of them agreed to continue granting universal assistance to families, if not to focus resources on those who need it most.
