In a statement sent to the press, the PSOE, ERC and Junts per Catalunya They confirmed the agreement after days of negotiation. The parties indicated that they reached an agreement to “strengthen” the amnesty law, taking into account “the guidelines of constitutional, European and international law.” Although no details were given about the agreed text, the statement indicates that said law “will cover all people linked to the independence process.” However, it was not detailed whether the law will cover the crime of terrorism, pointed out after the investigation opened by the Supreme Court for said crime against Carles Puigdemont, former Catalan president, who is currently living in Belgium.

On Thursday, March 7, the deadline to send the new text to the Congressional Justice Commission expired, which had to give its endorsement and send it to the plenary session to be voted on soon. This is the second text sent to Congress, since the first was rejected by the deputies at the end of January, after being voted against by the Junts deputies, who considered that the law left out some people – among them Puigdemont – and that wasn’t going too far. The new text will be revealed on Thursday, before the Justice Commission meeting.
The reaction of the opposition to the agreement between the PSOE and Junts
The opposition, led by the Popular Party (PP), already takes the law for granted and attacked it, denouncing the unconstitutionality of the text that will be voted on in Congress in the coming days. “Spain apologizes to the independence movement by order of Pedro Sánchez. We do not accept this humiliation,” was the message spread by sectors of the party to the press. Sánchez had committed to achieving the amnesty after the votes that the deputies of Junts per Catalunya and Esquerra Republicana de Catalunya gave last November for the Spanish president to renew his mandate for four more years.
This agreement, begun last year, had generated a series of demonstrations led by sectors of the PP and VOX, who accused the Spanish government of betraying the nation to remain in power. Alberto Núñez Feijóo, president of the PP, declared: “Pedro Sánchez lost the elections and the only way to remain president was to grant anything in exchange for his presidency.
