Valery Rashkin, a member of the Communist Party faction in the State Duma, accused of illegal hunting, said that the measure of restraint chosen for him in the form of a ban on certain actions, including the use of communications, prevents him from fulfilling his parliamentary duties. He said this on December 16 before the next plenary meeting.
“They (the imposed measures. – Ed.) Are inadequate, I, as a State Duma deputy, remained within the framework of [статуса] the deputy. I have 407 letters from public organizations, individuals and legal entities with whom I have to work. This means there must be an e-mail, there must be a telephone, ”the accused told reporters.
Rashkin continues to attend State Duma meetings.
“Nobody took my mandate away, and they don’t know what to do with it. I can communicate with the media, with collectives, travel somewhere, this is not limited. On the other hand, e-mail, internet and telephone are limited, ”the parliamentarian explained, stressing that he considered it“ absolutely illogical ”.
Answering the question whether he expects that the matter can reach the deprivation of the deputy mandate, a member of the Communist Party faction replied that he did not know and “did not want to guess.”
“We’ll see, I’m also waiting,” Rashkin added.
On October 29, the Committee for Hunting and Fisheries of the Saratov Region filed a complaint with the police against Rashkin on suspicion of illegal hunting. During the raid, members of the committee, together with law enforcement officers, found a car in which there were two people, one of whom was Rashkin, and in the trunk – parts of an elk carcass, knives and an ax.
Only on November 19, the parliamentarian admitted that he had shot a moose, stating that he had allegedly confused the animal with a wild boar in conditions of poor visibility, using a thermal imager. He stressed that he did not shy away from interrogations and was ready to testify to the investigation. On November 22, the deputy admitted that he was hunting in the forest illegally, and also noted that he had not checked whether there was a hunting permit.
On November 25, a member of the Communist Party faction was deprived of his parliamentary immunity. 345 people voted for, 54 against, one abstained. The State Duma also agreed to initiate a criminal case against Rashkin.
On December 13, the deputy was charged with illegal hunting and elected a preventive measure in the form of a ban on certain actions for two months. In the period from 23:00 to 07:00, Rashkin is prohibited from leaving the house without the written permission of the investigator, as well as visiting hunting grounds. In addition, he is prohibited from communicating with witnesses in the case and other defendants, as well as using means of communication.
