In the period from 2017 to 2023, the state of Upper Austria built a total of 524 residential places for people with disabilities. The fact that this number will increase again this year and next year is confirmed by the plans that State Governor Thomas Stelzer and State Councilor Wolfgang Hattmannsdorfer (both VP) presented yesterday together with Caritas and Lawog.

108 residential places are to be added this year, and by 2025 there will be 195. According to Stelzer, this would mean close to the 5,000 mark by the end of next year – there are currently 4,655 places available throughout Upper Austria. According to the state governor, this is implementing the focus on housing for the disabled announced in 2017 – this year, 351.6 million euros are earmarked for this in the state’s budget.
More tailored forms of living
“A self-determined life, as best as possible,” is the goal of the housing projects, says State Councilor Hattmannsdorfer. That’s why around half of the residential places that were completed this year are in the partially supervised or supervised area. This means that the living arrangement can be adapted more precisely to the individual needs of the client.
This year, Caritas Upper Austria is building three facilities together with Lawog that will accommodate 70 people. In Ternberg (Steyr-Land district), for example, a housing project is being built to accommodate young people with mental disabilities. According to Hattmannsdorfer, the project will primarily relieve the existing Caritas location in Sankt Isidor in Leonding.
Two further new building projects are planned in Ried im Innkreis and Sierning. Here too, the focus is on people who suffer from one or more psychological impairments.
The offers in the facilities are different and range from residential groups for young people to residential places for women with severe traumatic stress disorders.
According to Stefan Pimmingstorfer from Caritas Upper Austria, the locations were deliberately chosen: “The residents are therefore closer to their hometowns.”
According to Pimmingstorfer, when planning and implementing projects, it is important to communicate with the communities at an early stage and inform them about the project. When it comes to mental illnesses in particular, there is “still a stigma that needs to be eliminated in advance.”
