The building directive passed by the EU Parliament has caused a stir in Austria. As reported, it envisages an end to oil and gas heating by 2040. However, industry representatives emphasize that this is not an obligation, but a target.
Accordingly, the EU states must submit a national building renovation plan every five years. In it, they must, among other things, explain what measures they will take to “decarbonize heating and cooling, including through (…) the gradual phase-out of fossil fuels in heating and cooling with a view to the complete phase-out of fossil fuel boilers by 2040 ” want to reach.
The Association for the Gas and Water Industry announced that the EU directive does not provide for a “ban on gas heating,” but states “that gas heating systems can continue to be operated and renewed after 2040 – using green gas.” The directive also provides for the support of hybrid systems, such as gas heating in combination with solar thermal energy or heat pumps, as Elisabeth Berger, managing director of the Boiler and Heating Industry Association, explains: “”The directive must be implemented into national law, the competence for heating remains the responsibility of the federal states.”
