They promote a plebiscite to enter the municipalities by competition

The sector Citizens of the Colorado Party announced that it will promote a plebiscite, with the aim of voting in this year’s elections, to modify the way of entering to work in the municipalities so that it is by competition; The announcement was made in the context of honoring the recently deceased deputy, Adrian Penawho proposed the initiative twice without success.

The objective of the initiative is to incorporate into the Constitution a rule that establishes that employment entry in the municipalities must be through competition. The initiative had begun with Adrián Peña, the senator who died last Thursday at night in a traffic accident, who had presented the bills twice in Parliament.

Section 2 of article 331 of the Constitution endorses the plebiscite if the “reform projects that bring together 2/5 of the total components of the general Assembly”. This mechanism is the same one that the National Party used to promote the plebiscite for the modification of the Constitution in relation to the authorization of night raids.

Peña had presented the bill on two occasions that ended in failure. At that time, he needed 21 of the 20 votes obtained by the Colorado Party, he Wide Front and Town meetingwithout achieving the support of the other member of the Multicolor Coalition: he National Party.

In that sense, the proposed text establishes that “the income and promotions of personnel in the Departmental Governments They must be carried out through public competitions, held in accordance with the principles of publicity, transparency and equal opportunities and with a fair balance between technical capacity and merits and background. from each person”.

The modus operandi

Deputy Ope Pasquet announced that the project would modify the final paragraph of article 62 of the Constitution, establishing the obligation to implement a contest or lottery to enter to work in the departmental governments of the Uruguay.

“We are going to invite legislators from all parties to sign, even those from the National Party who did not accompany last week. Because if what was being discussed was the constitutionality of the legislative initiative, in this way we overcome the objection because what we propose is a constitutional reform,” said Pasquet.

On the other hand, Robert Silva, assured that the initiative aims to professionalize functions within the government. “This proposal for a constitutional amendment is fundamental because, in our opinion, it leaves the argument of the constitutionality of the proposal that we had carried out by the wayside,” said the leader of the Crece sector.
