However, almost 11,000 pieces of content were classified as actually illegal, which corresponds to a doubling compared to the previous year, as Stopline project manager Barbara Schloßbauer said on Tuesday.
99 percent of the reports received corresponded to possible depictions of sexual abuse of children, with the month of May being particularly noticeable. Within just a few days, 12,655 reports were received, of which over 6,500 turned out to be actual illegal images. Since the reports are completely anonymous, Schloßbauer was unable to give any explanation as to how this accumulation came about. “I would like to know that myself, but we are not a law enforcement agency,” said the project manager. However, she assumed that a few people reported a large number of images in a short period of time.
Quick and unbureaucratic removal of illegal content
The Stopline’s primary goal is the quick and unbureaucratic removal of illegal content from the Internet. After an anonymous report via stopline.at, two trained, long-standing employees check whether the content is legally relevant and where it was posted on the Internet. The respective Internet service provider and the police are then informed and, if pages from Austria are affected, they are usually deleted within one working day.
However, none of the illegal images in 2023 were hosted by a domestic provider. The hotspots were rather the Netherlands and Luxembourg, where, according to Schloßbauer, there are a few providers who block the quick deletion of the material. Stopline reports international cases to the INHOPE network, which includes around 50 partner organizations from other countries.
The Secretary General of Internet Service Providers Australia (ISPA), Stefan Ebenberger, continues to rely on deleting instead of blocking. “The shared responsibility between the reporting office, providers and authorities in the fight against illegal content on the Internet is particularly effective. In order to ensure that illegal content can no longer be found on the Internet, everyone involved must act quickly,” says Ebenberger.
