The United States is not ready to agree with some of the RF proposals on security guarantees. This was announced on Thursday, December 23, by White House spokesman Jen Psaki.
“Russia has presented proposals, with some we would agree, with some, for example, concerning NATO, of course not,” she said at a briefing.
According to Psaki, NATO is a defensive, not an aggressive alliance, and “there is no evidence to suggest otherwise, from both the United States and other NATO members.”
Earlier Thursday, a White House spokeswoman confirmed that Russian leader Vladimir Putin would be present at the US-Russian security talks, but did not specify the exact date and place of the meeting.
On the same day, a senior US administration official said that the US had announced its readiness to negotiate security guarantees with Russia in early January 2022. At the same time, he stressed that the United States believes that the success of the negotiations is possible only if the tension around Ukraine is removed.
The press secretary of the Russian president Dmitry Peskov, in turn, said that the specific dates for the negotiations would be announced later, and the deputy foreign minister of the Russian Federation Sergey Ryabkov would most likely represent Russia at them.
Sergei Ryabkov spoke about the goals and tasks facing the negotiators of the Russian Federation in consultations with the United States on security guarantees. He declared the need to put an end to NATO’s eastward movement, as well as to exclude Ukraine from joining NATO. According to him, the American side is aware of Russia’s priorities.
On December 17, the Russian Foreign Ministry published draft agreements between Russia and the United States and NATO on security guarantees. As follows from the documents, in particular, the alliance should refuse to conduct any military activity on the territory of Ukraine and other states of Eastern Europe, Transcaucasia and Central Asia. According to a White House source, the US presidential administration found some of the proposals useful and others unacceptable.
