The presidential candidate for National Party, Álvaro Delgado, launched its 2025-2030 government program, which has 7 pillars through which it intends to lead Uruguay to be “the first developed country in Latin America”, where he promised “a leap of competitiveness”
As he proposed in the official launch of his campaign, Delgado seeks to build “a second floor of transformations” in the country, highlighting the president’s management Luis Lacalle Pou, but promoting new axes for the future.
“On March 1, 2030 we will let Uruguay as the most developed country in Latin America”, the former Secretary of the Presidency promised when presenting the plan and highlighting the government’s achievements.
“We are closing a government of which we are part and are proud. “He took a stagnant economy, put the house in order and made it grow,” he said and highlighted the presence of Minister of Economy and Finance, Azucena Arbeleche, as well as the work of “people who for constitutional reasons cannot be there, like the president of the BCU, Diego Labat.”
Delgado recalled that “we had five crises that we cannot avoid” and confided: “The most complicated was the pandemic, The others had to do with economic and external situations or climatic conditions, but in the pandemic we risked our lives every day. “It cost us 4,418 million dollars, a crisis that was not in any budget. Competitiveness and global insertion
By focusing on the seven pillars of his government program, devised by the economist Agustín Iturralde and several dozen technicians, pointed out that “a second government is not going to be continuity, it is going to be continuity, which is something else,” speaking of “correcting what needs to be corrected, reaffirming what needs to be reaffirmed and continuing it with new challenges.” , innovative proposals and overcoming.”

Meanwhile, the candidate spoke of taking “a leap into the world, which has to do with a more global country” and, regarding international insertion, he stated: “We are on our way from Mercosur to the agreements. It is not from one day to the next, but you have to be tenacious and have enough conviction that, if we do not go together, Uruguay will go first, leading the way.” And he wrote: “I’m talking about Transpacific, China, United States and Southeast Asia, among others.”
On the other hand, he proposed changing the function of the Chancellery. “It’s going to be the Ministry of Foreign Affairs and Trade. “We are going to create an area that is dedicated to trade and not just diplomacy,” Delgado promised and pointed out that “in this package we are going to give the power, autonomy, hierarchy and support to the Uruguay XXI Agency as it deserves.”
“Bureaucratic decontamination”
Delgado also called for “taking a leap in infrastructure”, by highlighting the large number of works in the country, and then focusing on what he called “a bureaucratic decontamination.”
“We must eliminate procedures that do not add value. The State has to be a partner of the people. If he is not going to support, let him not get in the way,” summarized the former Secretary of the Presidency.
On the other hand, he promised to “consolidate the innovation hub” and focused on the fight against crime. “There is no security without repression, but repression is not enough.
