They warn that the auto parts law would raise the price of 0 km cars

He Parliament is analyzing a bill that provides for the marking of auto parts of vehicles 0km with the aim of avoiding robberies and robberies, however, it is still under discussion whether the final consumer is the one who must bear the expense or whether it is the importers.

The Transportation Commission of the Chamber of Deputies is in charge of analyzing the project that has already been approved in the Senators. The main question corresponds to the cost of marking the parts of the cars, because those involved in the sector assure that vehicle prices will increase and that importers will not be responsible for assuming that cost without charging the final consumer.

The objective of the law is to determine the mandatory marking of vehicle parts to achieve greater traceability and with the intention of avoiding fakes and clonesas well as discouraging theft that is carried out to sell the parts separately.

The initiative has the support of State Insurance Bank (BSE), of the Uruguayan Association of Insurance Companies (Audea) and of the Automotive Trade Association of Uruguay (ACAU). Meanwhile, the commission is still analyzing the regulations and it is expected that a delegation from the BSE will visit the Parliament to discuss the project in the coming days.

Who pays it?

From ACAU, they assure that it is not possible for importers to bear the additional cost that the marking of the vehicle would generate. For this reason, they proposed that the final consumer himself be responsible for the cost.

This system was successfully implemented in Argentina, where the final consumers of 0km vehicles were responsible for marking them, even in used cars the obligation to mark the parts was also implemented.

“We brands are totally unable to receive vehicles with marked parts. All the factories that we represent have told us that it is impossible to send us vehicles with the marked parts. That is not styled in other countries. As you can imagine, our country represents a very small volume. We are unable to do so,” said the president of ACAU, Nicolas Papariello, in it Parliament.

In that sense, the president of the association assured that it will be impossible for importers to take care of that cost in a market as small as that of Uruguay, without charging final consumers. “Regardless of whether the client does it personally, the importers who sell the vehicles or the dealer (the seller in the automotive companies), it will have a cost for the client,” he explained.

“We would have to see which is the most correct and convenient instance to implement the marking. A deadline could be established so that, prior to registration, the indicated parts are marked. The dealer could also do it beforehand, but believe me, the cost will be transferred to the client,” he added.

With this, he proposed the possibility that, if the end consumer is responsible for marking the vehicle parts, they would be offered a discount on the insurance because the theft of cars would be discouraged. “Whoever purchases the vehicle could do it and a deadline would be given. Even, as we said, the majority, if not 100%, of the clients who purchase the vehicles obtain a circulation permit, which today is 30 business days, until they are registered. Perhaps, this period could be given so that the client can mark the pieces that are established and when they go to register it is controlled,” Papariello proposed.
