The initiative, promoted by the nationalist senator Gloria Rodriguez and which required a special majority of 21 votes, had 14 affirmative and 15 negative, thanks to the support of the legislators of the Broad Front, of Carmen Sanguinetti (Colorado Party), Rodríguez herself and Beatriz Argimón.


In the run-up to the roll call vote, Rodriguez He asked “that no one in the disagreement feel this as a victory, because winning is not convincing,” after which he promised to “continue working hard on these issues, looking for opportunities and places for equal opportunities.”
Previously, the legislator called to “aim for equal representation” and considered that parity “is one of the determining drivers of democracy.”
Gender parity is supported by studies
Regarding the initiative, Consulting Teams and UN Women carried out a joint study where resistance to gender equality was ratified as typical of the political system, since 47% of those surveyed considered that Uruguay should go towards a parity law.
The figure was lower in 2021, when only 38% gave a positive opinion, while it was only 35% in 2016, the authors of the report detailed. In turn, it was revealed that 64% of the people surveyed believe that there should be more women legislators, considering that society is prepared to move towards gender equality in politics.
Asked about the reasons behind the underrepresentation of women in politics, 44% said it has to do with the fact that women “are more discriminated against in the political system”, 27% mentioned the difficulty of “combining political life and family responsibilities”; and 17% considered that “women are less interested in politics than men.”
