Reduction of the State, fewer taxes and more security, Gurméndez’s platform for the elections

Just two weeks before the internal elections, the pre-candidate for the Colorado Party and former president of Antel, Gabriel Gurmendezpresented his government program where he highlighted three fundamental pillars: greater security, fewer taxes and the reduction of public officials in the State.

Gurméndez’s plan is called “A Uruguay “which is serious” and was developed by a total of 200 technicians and has the objective of “building a country focused on growth,” according to the candidate. “None of this will be possible without seriousness and without moral trust. Two pillars that will allow us to connect with the Uruguay of the future, a Uruguay without limits and in freedom,” he published on his social networks.

As a premise, the pre-candidate promised that there will be “transparency” in his government, since he assured that he would have nothing to hide or destroy in case the population demands that he be held accountable.

Cut to the State

As one of the three pillars, Gurméndez highlighted that he will carry out a reduction in jobs in the State since he stressed the importance of being “agile and efficient” where “spending well on what should be spent” and that “the resources of Uruguayans are taken care of with clear, precise and measurable objectives.”

Among the strongest measures is the reduction of public officials. “We will carry out an effective program to reduce public officials without affecting acquired rights, mainly through incentivized retirements and the non-replacement of vacancies,” Gurméndez’s program states.

In that sense, they provided data establishing that there are a total of 300,000 public officials in the country, according to the National Civil Service Office, although the number was maintained throughout the administration of Luis Lacalle Pou.

In addition, the Colorado pre-candidate’s program provides for the creation of an application for state services where the population can easily and quickly access their procedures and services. “In it, all public documents of people can also be registered, which can be validly exhibited before the authorities, thus ending with different fines that exist today for not having the documents basically at the time they are required,” the program assures. .

Tax reduction

Under the assumption that some taxes in the Uruguay are unfair to the population, the candidate proposed the reduction of the Personal Income Tax (IRPF) and the Social Security Assistance Tax (IASS). “They are particularly unfair taxes: the IRPF because it is a true tax on work and not on income, and the IASS because it again taxes those liabilities who have already been taxed on the income generated by the passiveness during their entire active life,” ensures the program.

In this way, he assured that a total of 500 million dollars annually will be allocated to lowering the Personal income tax and of IASS. “For personal income tax, it is proposed to study the expansion of the deductions allowed, particularly for families with children, thus encouraging the formation of human capital,” says the candidate’s platform.

More security

Finally, another of the pillars that Gurméndez highlighted is the security, an issue that worries Uruguayans more and more according to the latest surveys. To this end, he proposed the creation of a Super Ministry of the Interior to be able to immediately incorporate a total of “1,700 troops to the Ministry of Interiorcoming from the National Naval Prefecture and the Aeronautical Police“.

“These organizations already perform police functions and it is convenient that they have a unified command. We will not denature the functions of each one, but it is not convenient to transfer them from other non-police forces where they will apply new training,” the program adds.

On the other hand, they added the proposal to create a “proximity police” that would allow for a return to preventive patrolling and “gaining trust in the commissioner.” “We will put more police officers on the street with more technology (for example, tablets to take statements on the spot without having to be taken to police stations). We will incorporate technology into police actions in general,” he says.
