The share of public and private health spending in economic output fell from 11.2 to 10.9 percent because nominal GDP rose even more than health spending in 2023. However, it is “still above the pre-pandemic level,” said Director General Tobias Thomas in a press release.
According to the first estimate for 2023 published on Wednesday, pandemic-related health spending has fallen significantly again. “But public spending on inpatient services and treatments in the outpatient sector in particular has driven up expenditure,” said Thomas.
In 2023, the federal government, states, municipalities and social insurance providers paid for 77.1 percent of current health expenditure, or 40.33 billion euros. Compared to 2022, spending increased by 4.2 percent. Although spending related to the corona pandemic fell again significantly by 1.81 billion, the remaining public health expenditure – for example for hospitals, treatments in outpatient settings, long-term care or medical devices – rose by 9.6 percent at the same time.
Health expenditure by private households, voluntary health insurers, private non-profit organizations and companies amounted to 11.95 billion euros in 2023, or 22.9 percent of current health expenditure. Compared to 2022, this represents an increase in expenditure of 6.7 percent; between 2015 and 2022, there was an average increase of only 2.8 percent per year.
