US Secretary of State Anthony Blinken and NATO Secretary General Jens Stoltenberg held telephone talks. Stoltenberg announced this on December 31 on his page in Twitter.
“I talked with Secretary of State Blinken about the importance of de-escalation in terms of a significant concentration of Russian forces near Ukraine,” he said.
Stoltenberg stressed the readiness of the North Atlantic Alliance for dialogue within the framework of the Russia-NATO Council.
The day before, there were telephone conversations between Russian Presidents Vladimir Putin and the United States, Joe Biden. This conversation was a continuation of the talks held in the Russia-US videoconference at the beginning of December.
According to the head of the White House, the United States is interested in a dialogue with the Russian Federation on strategic stability, in the work of the Russia-NATO Council and contacts through the OSCE.
Also, the American leader said that Moscow and Washington are responsible for ensuring stability in Europe and the world as a whole. He noted that Washington has no intentions to deploy offensive strike weapons on the territory of Ukraine.
On December 17, the Russian Foreign Ministry published draft agreements between Russia and the United States and NATO on security guarantees. It follows from the documents that the alliance should refuse to conduct any military activity on the territory of Ukraine and other states of Eastern Europe, Transcaucasia and Central Asia. Russian Foreign Minister Sergei Lavrov later explained that on the basis of Russia’s proposals on security guarantees in the future, agreements on arms control could be reached.
Russian-American talks on strategic stability and security issues will take place on January 10. Thereafter, on January 12, the issue of European security and the situation in Ukraine will be discussed at a meeting of the NATO-Russia Council and on January 13 with the Organization for Security and Cooperation in Europe (OSCE).
