Luis Alberto Heber will present the bill to make sleeping on the street a crime

The former Minister of the Interior gave details of the initiative he will present to Parliament and stressed that the offence will be for repeat offenders.

The senator for the National Party and former Minister of the Interior, Luis Alberto Heber, will present a bill to encourage the crime figure for people who sleep on the street – although he insisted that it will be for repeat offenders -, in addition to the creation of a Institute for Human Dignity and Opportunity.

The former minister insists on this proposal, which was presented during the National Congress of Herrerismo Last week, although the presidential candidate for his party, Alvaro Delgado, do not take the initiative into account in your government plan.

“The measure is not to replace the fault, but for when there is a repeat offence. Today what happens is that sleeping on the street is a fault; in addition, there are penalties for Law of Offensesas community work. What happens in reality? Nothing of the sort. Police and the You measure They pick him up, take him to a doctor, take him to a shelter to sleep and that person says he cannot enter the shelter, and he cannot be forced to,” he said on the television program Desayunos Informales.

“This offense remains the first instance, it is not repealed. But if that person reoffends, if he returns to the place from which he was evicted, it is a crime. That seeks to effectively serve the sentence of community service. If it is reoffended a third time, there will be prison sentences of 30 to 90 days,” he explained.

Meanwhile, he commented that the project has already been drafted and that it also addresses the possibility of creating a Institute for Human Dignity and Opportunity “to hospitalize that person, so that a greater recovery can begin.” On the other hand, he stressed that the initiative aims to “defend the neighbors.”

“I am not criticizing the work of the You measure, I say that we have to give answers to the neighbors who are fed up. If a person reoffends for the third time, then they should go to a prison with a degree of care to treat their addiction if it has to do with that. The State has a law that prohibits sleeping on the street and it is not enforced. What I propose is a solution where we compulsorily take them, they cannot choose whether or not to go to the shelter,” he stressed.

Criticism of the Broad Front

In response to Heber’s proposal last week, the Frente Amplio senator Charles Carrera, He questioned the project of the former Minister of the Interior. Carrera said that Heber’s “thinking” is “that of someone who lives in his own world” and that this is “very far from reality, where poverty is the fault of the poor and that is why they should be punished.”

“The very sad reality of homeless people – which has increased exponentially over the past four years – cannot be solved by classifying it as a crime,” the senator added.
