The new initiative that establishes entry and promotion by competition – leaving the possibility of hiring directly in eventual situations – will be presented at the House of Representatives as a text of agreementand will have to be approved by a special majority of two thirds to comply with the parameters of constitutionality. Something that is considered very likely due to the level of consensus that the project generated after the controversy in Artigas.
