Guido Manini Ríos urges the government to declare a national security emergency for 120 days

The leader and presidential candidate for Open Town Hall, Guido Manini Rios, raised the request for a declaration of national security emergency and presented at a press conference in Parliament this afternoon a document with 12 measures to be implemented if the government accepts the proposal.

The politician demanded that the State declare a state of emergency for 120 days and that the next government is not expected, since, according to his calculations based on the current trend, by March 2025 there will be 200 more homicides.

“What we are now proposing is to address this national emergency. It is not good to wait for the next government to take office. There will be 200 more Uruguayans killed. We cannot afford to wait, we have to act immediately,” he stressed.

The candidate clarified that these are not measures proposed as part of the campaign – since that is more comprehensive – but rather are for immediate application. “This plan is more comprehensive, with measures such as compulsory work for prisoners and changes in the police promotion system,” he explained regarding his government’s campaign plan.

One by one, the proposals of the Open Council

The first of the measures proposed by the presidential candidate corresponds to the declaration of “State of National Emergency in Public Security” for 120 days to carry out the other initiatives.

The first of these corresponds to intensive operations to “restore security in the metropolitan area“, which consists of reorganizing the “deployment of the metropolitan area, implementing High Impact Sections in 5 “Territorial Recovery Zones” where there is greater insecurity, with high lack of protection of the population within Operational Zones II, III and IV for 120 days.”

On the other hand, they proposed carrying out “high-impact operations to dismantle networks of “drug trafficking” which refers to the implementation of “a series of high-impact national operations, designed to dismantle not only drug dens, but also the broader drug trafficking networks that operate in Uruguay”.

Meanwhile, they will also carry out the “border shielding against organized crime”, as well as the “establishment of safe corridors and checkpoints on strategic routes and areas.” For their part, they would carry out “advanced intelligence actions to optimize security operations” with the aim of “improving intelligence capabilities to support ongoing operations.”

In addition, they requested the activation of Emergency Funds for Public Safetyas well as the immediate reinstatement of police officers to executive functions. In turn, the leader of the council mentioned the need for “Transfer and confinement of dangerous criminals under maximum security conditions”, in addition to the “construction of a maximum security prison”.

Finally, they proposed the training and capacity building advanced to enhance police effectiveness, the implementation of advanced technology to strengthen public safety and strengthening the connection between police stations and neighbors.
