The governor of Rio Negro, Alberto Weretilneckpresented this Monday a series of projects to modify the State in the province. The initiatives include a ministerial restructuring as well as the dissolution of various autonomous entities and will be discussed by the local Legislature.

In particular, the Rio Negro government proposes the dissolution of four provincial autonomous entities and a new ministerial organization, which includes the creation of new ministries and strategic secretariats “to improve the efficiency in the execution of public policies.”

The bill sent by the Government of Río Negro to the Legislature promotes the creation of the Ministry of Modernization and the Secretariat of Strategic Affairs and Planning, “both with a key role in the articulation of provincial policies,” according to the provincial administration.

“It aims to improve the State’s response and planning capacity, based on a restructuring of the provincial Executive Branch. This initiative focuses on modernization and strengthening the government’s strategic capacity to face current challenges,” they indicated.

The governor said: “This project is a response to the need to adapt our government structures to current realities, strengthening strategic areas and improving our planning and management capacity. “It also marks the beginning of a crucial stage in the transformation of our public management.”

“The creation of the Ministry of Modernization will be key to leading the digitalization and modernization of the State, aligning ourselves with global demands and the current needs of our society. In a world that is advancing rapidly, it is essential that our administration adapts to move towards an efficient and competitive future,” he explained.

Among its functions, the portfolio will have to define objectives and policies in the area of ​​modernization; implement plans and projects following the guidelines of the Executive Branch; design and execute public policies for the modernization of the State; establish technological standards to guarantee the efficiency and compatibility of information systems in the public sector; and coordinate and direct the IT areas of public agencies.

Meanwhile, “the creation of the Secretariat of Strategic Affairs and Planning will be in charge of coordinating major provincial projects, from oil and mining development to the management of irrigated areas, ensuring comprehensive strategic design and planning. This new body will be oriented towards projects that transcend daily management, focusing on the deep transformations necessary for the future.”

The initiative will be discussed and is expected to be approved in the Provincial Legislature in a single round.a, as provided for in the Provincial Constitution. With this restructuring, the government of Río Negro “aims to achieve greater coordination between the different areas of government and a more efficient use of public resources.”

Río Negro seeks to dissolve autonomous entities

In parallel, Alberto Weretilneck announced his intention to eliminate four autonomous entities: Bioceanic Corridor Entity, Cordillera Entity, Endecic and Endemas, and liquidate Río Negro Innova. The idea, he said, “marks a decisive shift toward a more efficient and austere administration.”

“This measure not only represents significant savings, but is also a crucial step towards the modernization of the State. With a focus on austerity and efficiency, we are consolidating efforts to ensure that every peso of the budget is used optimally,” the governor noted.

He also noted that “the reduction of public spending and the optimization of the state structure are not just words; they are concrete actions that will allow us to move towards a more agile and effective government.”

At the end of July, Río Negro launched a voluntary retirement program for state workers, which includes permanent public employees dependent on the provincial Executive Branch and internal control bodies.
