On January 13, the Supreme Court of Belarus ordered Google to pay a $560,000 fine for violating antitrust laws. By its decision, the court supported the Ministry of Antimonopoly Regulation and Trade (MART), which revealed the violation.
“By the decision of the Economic Court of the city of Minsk of September 10, 2021, by the decisions of the Supreme Court of the Republic of Belarus of December 21, 2021 and of January 4, 2022, after considering cases in closed court hearings, Google LLC’s complaints were denied,” the press service said. MART recalled that Google’s abuse of dominance was expressed in the fact that the company offers the Google Play app store for installation on Android devices only if several conditions are met, including when downloading Goggle applications and services.
“These practices of Google LLC restrict the access to mobile devices of other application developers, primarily search applications, and may lead to a reduction in the number of mobile application developers, limit competitors’ incentives to develop applications for smartphones and tablets running the Android OS, hinder further development competition in the commodity market,” they added to MART.
Earlier, on January 6, the French National Commission for Informatics and Liberties fined Google and Facebook. Company websites do not allow opting out of cookies as easily as accepting them. Google was ordered to pay €150 million, Facebook €60 million.
On December 24, the world court of the Tagansky district of Moscow ruled to fine Google 7.2 billion rubles. The company was found guilty of committing an administrative offense under Part 5 of Art. 13.41 of the Code of Administrative Offenses of the Russian Federation (“Violation of the procedure for restricting access to information”).
A turnover fine against Google has been imposed in Russia for the first time. Its size depends on the company’s revenue. The court had the right to impose a turnover fine on her – from 1/20 to 1/10 of the proceeds for the year preceding the year in which the offense was discovered, but not less than 4 million rubles.
