In the midst of negotiations between the Pink House and the provinces for the Budget 2025the governor of Córdoba, Martin Llaryorahe claimed to Nation a decrease in withholdings and a new law to raise the cut of biofuels, complaint that is replicated among the representatives of the producing districts.
The Cordoba president led a meeting with the provincial Liaison Table, with whom he agreed on “demand from the national government a gradual reduction in withholdings and a new Law that increases the cut of Biofuels.”
Córdoba: Martín Llaryora complained about withholdings and biofuels
In this regard, Llaryora pointed out that “the lowering of withholdings will allow that money to remain in the hands of the producers, so that they can generate more investments with the transformation of raw materials, where biofuels play a central role in adding value to production. primary”.
Along these lines, the president stated: ““We will continue working together to achieve these common objectives that will create more jobs for the people of Córdoba and development for our province.”
The meeting took place at the Civic Center and also included the participation of the local Minister of Bioagroindustry, Sergio Busso.

“Look what happens with Uruguay, Paraguay, Brazil and Bolivia. Some time ago these countries were far below Argentina in terms of production. What was the miracle there? None. “It was that the money remained in the hands of the producers, and since they were not affected by the withholdings, they reinvested it,” the governor transmitted to them.
Likewise, Llaryora presented his position before the Liaison Table on Biofuels, where he reiterated the importance of Congress approving a new law that raises the cut and thus allows increasing the value added to primary production.
“A few days ago I was in Paraguay, where the cut is already at 25%, and Brazil is going to take it to 32%. Without a doubt, raising the cut means that the grain does not have to go out by truck, and there are companies that make it produce, which generates many jobs,” he explained.
Comparison
Llaryora recalled that Brazil is already at 60% of the industrialization of its grains, and the United States is at 80%. Argentina is barely at 20% and “if we manage to lower withholdings, that money will be in the hands of the producers who will undoubtedly invest to generate more added value.”
Since 2001, years in which they were created “temporarily” agricultural withholdings, this tax meant a true levy for the producing provinces. In these years, more than 40 billion dollars have already gone from Córdoba due to this tax.
“Withholdings generate strong inequalities and income transfers between regions, given that 90% of their collection is extracted from five provinces (Santa Fe, Córdoba, Buenos Aires, Santiago del Estero and Entre Ríos), when it is a tax not co-shareable, so that the cost of this tax for provinces such as Córdoba or Santa Fe is much higher than that of other jurisdictions,” they indicated in the management.
