A local authority’s budget is policy expressed in numbers. For nine years, Christiane Frauscher has been the state finance director with a total of 150 employees, responsible for ensuring that the Upper Austrian state budget is properly implemented. Politically, the threads come together with finance officer Thomas Stelzer, the operational business is her concern.
In an interview with economics department head Dietmar Mascher, Frauscher explains where the country gets money from and how much it spends for what purposes. But it is also about how much scope individual departments have for implementing political goals and what amounts are fixed, such as personnel costs.
The lawyer and economist from Weilbach im Innviertel also provides insight into the process of creating a budget. When will this start? Who is involved? What say do state councilors have? What distinguishes a state budget from the budget of a private company? Who decides the budget? What happens if individual departments do not stick to their budget? Why is a good rating important for the country? And how much interest does the country pay on its debt?
What is remarkable is the attitude of the passionate, hard-working worker when it comes to the tax sovereignty of federal states, and also her answer to the question of how many politicians are familiar with budget issues.
