Almost half of the elementary students will not comply with the 190 days of classes established by law

The report, with the authorship of Gustavo Zorzoli (educator and former rector of the National College of Buenos Aires), María Sol Alzú and Leyre Sáenz Guillén (of AE), the class days officially scheduled by the provincial ministries and not their effective fulfillment, which can be affected by strikes, infrastructure problems, teaching absences, climatic problems or other factors.

Why in Argentina a minimum of 190 days of classes must be met

The importance of establishing the school calendar is based on the fact that it is a fundamental tool to organize the school cycle and guarantee compliance with the class days and hours established by the regulations.

In Argentina, The CFE sets a minimum of 190 days of class or its equivalent in 760 annual watch hours For the primary level.

In 2003 the Law No. 25,864which established a minimum of 180 effective class In the school year, for the mandatory levels of the education system. In addition, it was determined that each jurisdiction should elaborate its school calendar exceeding said threshold.

In October 2021, after two years marked by the Pandemia, with the closure of educational institutions that generated interruptions in the face -to -face for 2020 and partially in 2021, the CFE, together with the 24 jurisdictions, established A 190 -day class with the aim of recovering lost learning in that period.

Subsequently, through the CFE resolution No. 431/22it was agreed that the 2023 school calendar should guarantee at least 190 effective class days, with specific dates defined according to the regulations of each province.

Already in 2024, the CFE approved the Resolution No. 484/24which establishes that a “classic day” at the primary level must have a minimum of 4 hours Pedagogical activity watch at school. At the same time, it established that In the case of not reaching this minimum of 190 daysthe provinces must implement measures to Recover the lost time in the classroomthus ensuring compliance with the right to education.

In 2025, 42% of primary students will not reach the minimum of 190 days of classes

The analysis carried out by AE, based on official Nation data and the provinces, taking as departure the 2025 school calendars of all the country’s jurisdictions, found that 11 of them (Buenos Aires, City of Buenos Aires, Chaco, Chubut, Formosa, Jujuy, La Rioja, Mendoza, Santa Cruz, Tierra del Fuego and Tucumán) They do not meet the 760 -hour floor of class on the simple day, even if the holidays, the winter break and the institutional days are taken (see graph 1).

This situation, according to estimates, would affect 2,013,611 million primary level students, who should recover class hours to achieve the minimum established by the CFE.

The report also highlights that, although 21 provinces comply with the 180 -day floor class established by the Law 25,864only 8 reach the 190 days set by the CFE (Catamarca, Córdoba, Corrientes, Entre Ríos, La Pampa, Misiones, Río Negro and Salta, see Graph 2).

Gustavo Zorzolieducator of vast experience and one of the authors of the work, spoke with Scope and added other data to understand the importance of compliance with the school calendar. “According to AE, in 2024 the national average of planned days for the elementary school year was 187 days.”

However, according to the survey carried out by the Coalition for Education (CE), the specialist contributes to this medium, “the effective average of days in which classes were normally dictated was just over 168,” he explained.

Therefore, Zorzoli stressed, “if the days are counted in which he was partially dictated, that Guarismo increases to 172 days, far from any way of the expected value.”

Another worrying fact, from data that arise from AE reports, shows that 3 out of 10 students of the primary level nationwide will have planned the 190 days of classes.

Zorzoli, who is also a mathematics professor, put these figures on the table: “With the calendars proposed by the 24 jurisdictions for the year 2025, only 1,411,767 Argentine elementary students (out of a total of 4,856,155 according to information of 2024 ) They will have 190 days of classes, just over 29%, that is, 3 out of 10 students, ”he said.

On the other hand, “about 309,746 students (around 6.5% of the total) will not even have 180 class days,” said the educator.

“From the analysis of this data, what most surprises is that there are three jurisdictions that do not comply with the law – a 180 -day class calendar – and that they do not correct this folly. In the same vein, it is unlikely that in 16 of the 24 jurisdictions, that is, almost 67%, the agreement by which the members of the CFE unanimously resolved 190 days of class, “alerted Zorzoli, is not respected.

The fact of not achieving the minimum goal established by the school calendar, raises questions about the equity of the educational system, since the students of the provinces with the least compliance with class hours could be harmed in their learning.
