Normandy Four talks failed to agree on a joint document

Ukraine believes that today it is necessary to talk about the guarantees of its security. This was announced at a briefing broadcast by the Ukrainian media on the night of Friday, February 11, the head of the office of the President of Ukraine Andriy Yermak.

The politician noted that political advisers to the leaders of the Normandy Four (Germany, Russia, France and Ukraine) at the talks in Berlin could not agree on a joint document. Nevertheless, all parties, according to him, are determined to continue negotiations.

“All parties to the Normandy format have confirmed that they are interested in continuing negotiations . At the same time, the advisers failed to come to a joint document,” he said.

According to Yermak, political advisers of the Normandy format confirmed the need to implement the Minsk agreements on Donbass.

The head of the office of the President of Ukraine also said that advisers to the heads of the Normandy format would meet again soon. Kiev expects that issues on the exchange of prisoners will be unblocked at the next meeting of the contact group, Yermak summed up.

The Normandy Four negotiations, represented by representatives of Russia, Germany, Ukraine and France, ended in Berlin on Friday, February 11. It lasted approximately 8.5 hours.

Earlier, Deputy Head of the Presidential Administration Dmitry Kozak at the final press conference said that the negotiations of the “Normandy Four” ended in vain. The diplomat emphasized that the disagreements in the Normandy format have a devastating effect on the implementation of the Minsk Package of Measures, adding that the Ukrainian side refused to even quote the Minsk agreements when drafting the communiqué.

Negotiations of the “Norman Four” represented by representatives of Russia, Germany, Ukraine and France began in Berlin on Thursday, February 10, and lasted more than 8.5 hours. This round of diplomatic solutions to the Ukrainian crisis was another attempt by the parties to reach an agreement. In Paris, on January 26, the parties agreed on the need to maintain a truce and a ceasefire in Donbass, regardless of the discrepancies in the Minsk agreements, and also took an inventory of them. However, according to Kozak, even then the result of the conversation turned out to be “almost zero”.

Since 2014, the Kiev authorities have been conducting a military operation against the inhabitants of Donbass, who refused to recognize the results of the coup d’état and the new government in Ukraine. At the same time, Kiev blames Moscow for the current situation. Russia has repeatedly stated that it is not a party to the intra-Ukrainian conflict. The issues of its settlement are being discussed in the Minsk and Normandy formats.

The Norman format has been in existence since June 2014. Then, during the celebration of the 70th anniversary of the Allied landing in Normandy, the leaders of Russia, Ukraine, Germany and France discussed the settlement of the conflict in Donbass for the first time.
