In view of the figures, which is rapidly rising in certain age groups, the working group “Child and Youth Crime”, which was led by the State Police Directorate in Vienna and the Federal Criminal Police Office and in which representatives of all essential organizations were sitting, wants to hold out with a five-point program. As a wisdom last conclusion, the introduction of closed facilities is also intended, as provided for in the government program.

This measure is still not uncontroversial among the organizations involved- but so far the child and youth aids have been strictly against it. But, as Walter Dillinger from the Vienna State Police Directorate and Head of the Working Group (AG) and Johannes Köhler, head of the Vienna Child and Youth Welfare (MA 11) said on Monday in front of journalists on Monday that it seems to be a rethink. “We are facing a completely different situation,” said Köhler. “It was shocking that the state cannot defend itself against people, if they don’t want,. That will change,” emphasized Dillinger.

The five-point program includes prevention and networking measures for parents, educational institutions such as kindergartens and schools, as well as networking meetings of the organizations involved in the AG, before the intensive care perpetrators cannot be achieved differently.
Project for thresholders from June
A “coordinated intervention among thresholders” (KISI) will be the next level in the future when underage becomes criminal offense for the first time. In the presence of the child, there is a security police consultation for the legal guardians by police officers. This is followed by a monitoring up to five months, at the end of which there is another consultation. If there have been other crimes committed by the child concerned, a steering group (KISI) – which consists of representatives of the Vienna child and youth welfare – decides on further measures. The trial phase starts on June 1, 2025.

The third stage includes orientation aid (OH) in the event of underage intensive offenders, i.e. children who have at least five reservations in police databases within a year. The aim is that it ideally makes a long -term relationship offer with fixed confidants that continuously accompanies the children. In most cases, such children have already gone through the increase in accommodation in shared apartments and crisis centers. As the OH then looks specific, the social worker is closely coordinated with the social worker.
