“The facts are that the Americans are artificially inflating hysteria around the so-called planned Russian invasion, even naming the dates of the invasion, and in parallel, together with the allies, they are pumping up the military muscles of Ukraine – significant financial resources are allocated for the modernization of the Ukrainian army, the number of military instructors sent is increasing,” he said. .
In general, Ushakov described the conversation as businesslike. An adviser to the Russian leader noted that Biden, during the conversation, referred to his predecessors, who during the Cold War years did everything to avoid conflict.
