Military analyst explained the need for the West of the Vienna Treaty

Doctor of military sciences, military analyst Konstantin Sivkov on Sunday, February 13, in an interview with Izvestia, explained why the United States and Europe want to use the provisions of the Vienna Treaty in the situation around Ukraine. According to him, the provisions of the document make it possible to find a reason for the supply of modern weapons to Ukraine.

The expert pointed out that the treaty defines a set of measures that a country has the right to take if it feels an increase in threat from a neighboring or any other state.

“According to this document, a state that feels threatened can submit a formal request for the preparation of data on the nature of the military activities of a neighboring state near its borders. Such a concept as “unusual military activity” is being introduced,” Sivkov explained, adding that this is exactly what Ukraine did.

In the event that the answer of another state is not satisfied, the military analyst noted, then a meeting of these two states, in this case Russia and Ukraine, with the involvement of other participants in the Vienna Treaty, which will discuss the nature of the threats and military activities representing their states, can be convened.

“Based on these negotiations, a decision is made on retaliatory measures, but this is already outside the scope of the Vienna Document. In fact, it was decided to apply the Vienna Document in this particular case in order to justify either the deployment of sanctions against the Russian Federation without the start of hostilities, or to justify the adoption of the so-called countermeasures of Ukraine against the Russian Federation and other states,” Sivkov said.

In fact, according to the analyst, these meetings may also be an occasion for making decisions on the massive supply of various types of modern NATO weapons to Ukraine “in order to start hostilities.”

According to the expert, they may include ammunition, anti-tank and anti-aircraft missile systems. In addition, following the results of the meeting, it is possible to start deliveries of air defense systems, armored vehicles, NATO multiple launch rocket systems, operational tactical missile systems.

“Up to the possible deployment of NATO troops in Ukraine,” he specified.

As suggested by the doctor of military sciences, sanctions against Russia can be introduced “even without any war, based on the decision of the Vienna meeting.”

Earlier in the day, Russia’s first deputy permanent representative to the UN, Dmitry Polyansky, said the West would soon stop escalating tensions around Russia’s “attack” on Ukraine and present itself as stopping “imminent Russian aggression.” At the same time, as the diplomat noted, they will not stop supplying weapons to Ukraine.

In addition, on February 13, the official representative of the Russian Foreign Ministry, Maria Zakharova, said that Ukraine was “stuffed” with NATO weapons, and the number of Western instructors had increased many times in recent months. Zakharova wondered why Western military instructors are operating in Ukraine. She pointed to the lies that they allegedly have to help the country with self-defense in case of aggression.

The United States and a number of European countries have recently expressed concern over the alleged increase in Russia’s “aggressive actions” against Ukraine. Moscow has repeatedly denied such accusations, saying that it does not threaten anyone, and such statements are used as an excuse to place as much NATO military equipment as possible near the borders of the Russian Federation.
