If the public health officer or epidemic doctor determines that there is an exceptional reason, those affected will receive confirmation of this. The processing time depends on how many epidemic doctors be available. The exemption from the obligation to vaccinate applies until the end of the month following the end of the reason for the exemption, such as the birth of a child or recovery from an illness.

Linz has its own platform

The Linz City Council has its own online system for people whose main place of residence is in Linz. The necessary certificates and findings can be uploaded online on the city’s own platform. For a confirmation to be issued by the public health officer or epidemic doctor, the persons concerned submit all the documents required to assess the existence of the reason for the exception. This is the only way to decide on a vaccination exemption. Appropriate medical reports are absolutely necessary for processing. Due to the large number of applications, no personal appointments can be made with public health officers, or only in exceptional cases. If the process is positive, the people of Linz who are applying will receive a corresponding confirmation within the next few weeks either electronically or by post.

Applications submitted in advance cannot be processed. If a personal need for clarification arises when processing a vaccination exemption, the official medical service of the city of Linz will contact the persons concerned directly.

In Vienna You can apply for a vaccination exemption in three different ways: either you use the online form at “impfservice.wien”, you send an e-mail to “i-attest@ma15.wien.gv.at” or you contact us by post to MA 15, i.e. to the health department. The administrative procedure in these cases is therefore an unnecessary administrative burden, they complain. From Vienna’s point of view, automated fines are also not feasible – at least not as long as the city cannot make an entry in ELGA. That is currently not possible, it said.

As long as these technical requirements are not met by the federal government, there can be no automated penalties, the hacker office emphasizes. The transfer to the ELGA system, which is still to be created, at a later date also represents a double administrative burden for the federal states. Because all cases have to be processed again, one criticizes.

Also in Salzburg it would have been considered more expedient and practicable if the federal government, which had issued compulsory vaccination, had regulated the technical modalities of the exception and had provided a uniform solution. “We were amazed to find that the federal states now have to come up with their own solutions,” said a spokesman for Governor Wilfried Haslauer (ÖVP) to the APA.

The state of Salzburg has its own data protection officer who is closely involved in the run-up to the processes. A form for assessing an exemption from compulsory vaccination is now available on the state’s website. Persons who are currently being treated in a hospital should be given the opportunity to register and confirm any existing vaccination exemption directly in the hospital. Everyone else can have a confirmation of an exemption from the obligation to vaccinate issued and registered by an epidemic doctor after diagnosis by their doctor (usually a specialist).
