Russia delivered a memorandum to Ukraine As part of the negotiations that are carried out in Istanbul, according to Russian press agencies. This document, received by the Ukrainian delegation on Monday, exposes the Kremlin demands to establish a high fire and seeks to lay the foundations for a possible resolution of the conflict between the two countries.

Moscow proposes a cessation to the 30 -day fireconditioned to the total retirement of the Ukrainian forces of the regions that it considers annexed: Donetsk, Lugansk, Zaporiyia and Jersón. In addition to military replication, Russia demands that kyiv adopt additional measures related to the recognition of these territories and commit to a neutrality posture.

As explained by the Russian negotiator, Vladimir Medinski, these conditions are part of a detailed plan prepared by the Russian delegation. Among the points included in the Memorandum is also the lifting of all the economic sanctions imposed on Russia and the international legal recognition of the territories disputed as part of their sovereignty.

The main conditions of Russia for a truce

The Russian conditions for a high fire focus on a strategic withdrawal of the Ukrainian army from the eastern and southern areas of the country, specifically Donetsk, Lugansk, Zaporiyia and Jersón. Medinski explained that the proposal contemplates a complete withdrawal towards previously agreed lines, which would allow establishing an effective demilitarization zone.

The memorandum also raises two alternatives to implement the fire. The pRimera demands that Ukraine withdraw its forces at a specific distancebeyond a border line recognized by Russia. The second option Limit the movements of Ukrainian troopsallowing only displacements that guarantee their withdrawal according to a previously agreed distance.

These proposals reflect the inflexible position of the Kremlin with respect to Ukrainian military operations in the regions that it considers part of its territory. However, a final agreement has not yet been reached, and Ukraine has previously rejected similar conditions because they are considered a direct threat to their sovereignty and national security.
