Qatar dollar: doubts with the application
The regulation is already in operation. In consultation with public banking entities, the extra perception of 25% is already being applied to debit cards when consumption exceeds US$300. With credit, it is also being carried out but they operate with closure, for which there is one more margin of application.
The difficulty of the regulations appears when it comes to a client who has cards issued in different banks or electronic wallets since the perception is made on the total consumption per CUIT. In this sense, As Ambito learned, AFIP is still negotiating to avoid a “grey zone” and they hope to arrive “in the next few days” with the cross-referencing of data. Private entities, on the other hand, are less optimistic that it will be achieved, above all due to the requirements of money and legal analysis regarding the data of the clients themselves. They trust that it may be within 15 days, but there is no certainty regarding the deadline.
Another fact to take into account has to do with the possibility of charging retroactively until the financial entities can implement the regulation. Although the expenses that are counted are from October 13, those that are made after that date even with different cards, could be subject to the corresponding being charged sooner rather than later.
How should pay?
According to Daniel Adler, Financial education specialist consulted by this means, “the most convenient way is to pay with a debit card, not so much with a credit card. There are also less taxes. With credit, the cost is above 135% per year, it is not advisable to finance with this instrument”.
- If the debit is paid to a bank account in pesos, the official exchange rate plus taxes (100%) will be charged.
- If it is paid by debit to a bank account in dollars, no type of payment is made.
“You have to make dollars either in cash or in your checking account. The reality is that it is going to come out the same as the informal dollar,” Adler added. At closing prices on 10/21, the Qatari dollar is above all quotes, including financial dollars such as the MEP and the CCL. Therefore, in case of traveling next week, the most convenient thing would be to pay with MEP dollar or blue dollar that have little difference between one and the other and if required, dollar card up to US$300.
What about the credit card? if it is paid outside the country by credit card, the summary will come in dollars and the perceptions will be charged separately. In this case, the final price of the dollar arises from adding the BNA exchange rate + 100%. But unlike the debit, the quote is taken on the payment date of the summary. If the card statement is paid in dollars, withholdings will not apply. However, if the dollars to pay expenses are to be obtained, the gap between the MEP and the blue dollar today is too small to make a difference.
Consumption in Brazil and Europe
In the case of Brazil, the most convenient thing is to go with the dollars and change them directly in the country of destination. In the case of Europe, it is convenient to carry euros. In neither case does it seem feasible to carry Argentine pesos and change them, due to the depreciation of the currency itself (and because many countries are not accepted). It is also not convenient to use ATMs since there are costs for withdrawing abroad around US$50 for neighboring countries and US$200 in the rest of the world.
If the reais are paid with a debit or credit card, the card transforms them into dollars and withholding is also applied.
