The 2025 target also comes when the pandemic continues to affect the supply chains of agricultural products and trade tensions persist between China and the United States, its second largest supplier of soybeans.
“China depends on the world market for 85% of its soybean demand and the origins of imports are highly concentrated”the ministry said.
In 2019, China laid out a plan to revitalize domestic soybeans, then repeatedly reiterated the need to boost production to ensure grain security and reduce reliance on U.S. imports.
Soybean production in China fell 16% in 2021 from the previous year, as some farmers abandoned cultivation of the oilseed and turned to more profitable crops such as maize.
According to the five-year plan document, China will use land specifically for soybean cultivation, expand soybean and corn rotation programs, and focus on increasing oilseed yield during the 2021-25 period.
Beijing will also expand the acreage and production of other oilseeds, including rapeseed and groundnuts, to meet growing demand for cooking oils and feed proteins, according to the document.
Rapeseed production will rise 29% to 18 million tonnes, while groundnut production will reach more than 19 million tonnes, up from 17.99 million tonnes in 2020, according to the plan.
