Justice received a criminal complaint against the Minister of Economic Development of CABA, Roberto García Moritan for the alleged “irregular hiring of 384 ministry employees and other service contracts with suppliers of different events for million-dollar sums or at base prices.”
He was also denounced for possible irregularities with different foundations and donations, according to the court presentation.
The complaint was filed in the Comodoro Py courts by Fernando Miguezpresident of the Foundation for Peace and Climate Change for the crime of “embezzlement of public funds, embezzlement” and was drawn in federal court No. 1.
The complainant recalled that last February a group of legislators opposed to Jorge Macri publicly denounced hiring of personnel or appointments of people “that they would not go to work at the Ministry of Economic Development for which García Moritán would charge a percentage as a party contribution,” highlights the complaint.
Only in the month of June did they present a request for reports in the Legislature for journalistic publications. “Today, September 26, neither the reports were given by García in the Legislature nor have any of the ‘complainant’ Legislators presented any other formal administrative or criminal complaint,” Miguez warned.
“Obviously these actions are called ‘carpeteazos’, that is, they denounce without evidence and thus put pressure on the Government, but all of this without even starting the complaints at the administrative level,” Miguez explained.
According to the complaint García Moritán “would have appointed 384 people in six (6) months with salaries of more than 1,000,000 without these being essential and with the proper correspondence of tasks in said ministry.”
Furthermore, it arises from the account from the Uspallata Building of the unofficial sources that García in recent months “Millionaires would have hired service from suppliers, in some cases at a base price, for events of a strange nature to be financed by the GCABA.”
Always according to the complaint, based on journalistic publications, García Moritán “did not hesitate to assign positions to relatives of colleagues in his party, such as Aylen Santorosister of the legislator Yamil Santoro linked to the Apolo Foundation, who receives a salary of $947,000 per month, with an increase included in March.” The complainant asked the court to carry out various testing measures.

As explained near Moritán, The Ministry of Economic Development went from 2,556 employees in the previous administration to 456 currently. “This means that the staff was reduced five times,” they indicated after learning of the complaint. Regarding those contracts, they said that when they took office on December 7, “people were found who were already working in the different areas,” and whose contracts expired on the last day of the year.
“At that time, the operation of each team was evaluated and the contract was renewed for the people who were considered necessary. This explains 83% of the 383 cases mentioned. This situation occurs in all state agencies, in the face of a change of government,” they maintained.
Likewise, they assured that The 383 cases are included in the total number of personnel that we mentioned at the beginning (456). “The rest is the team that was put together for management. Their appointment was made to replace the personnel that made up the technical and political team of the previous government,” they stated.
