The Government launches an energy contingency plan for the summer due to power outages

The Government launched a contingency plan to avoid electricity cuts during the summer, due to the current condition of the electrical supply network. The announced measures are linked to the supply, transportation and distribution of energy within the framework of the emergency affecting the system. Furthermore, it confirms the scheduled outages for industries and businesses.

Through the Resolution 294/2024of theto Secretary of Energydependent on Ministry of Economythe “Contingency and Forecast Plan for critical months of the 2024/2026 period″, with the objective of “avoiding, reducing or mitigating the critical energy supply condition for the days of the 2024/2026 period.”

At the same time, it establishes that all actions will be carried out to obtain the energy imports and competition from neighboring countries in hours of high demand on critical days thatwhich will be defined in due course by CAMMESA (administration company of the wholesale electricity market) and crucially during peak hours.

In turn, the Undersecretariat of Electrical Energy is instructed to implement a comprehensive preventive availability scheme with the ENRE and the High Voltage Transportation and Trunk Distribution Concessionaires and Additional Providers of the Transportation Technical Function (PAFTT), to identify critical overload nodes, to have connection of the reserve transformers when needed.

The ENRE will be obliged to inform the Undersecretariat of Electric Energy within a period of fifteen days those works in progress within the High Voltage network and Trunk Distribution transportation that are making significant progress to create mechanisms that allow it to be put into service in the shortest possible time.

What measures will be asked of companies

  • Within a period of 15 days, they must present a Contingency Attention Program in the event of unavailability in their concession areas, which must be sent to the Undersecretariat of Electric Energy.

This program must detail:

a) preventive maintenance actions to avoid major failures and ensure that the existing infrastructure operates at its maximum capacity;

(b) the preparation of physical means including the availability of the Mobile Generation Units (UGEM), own or contracted, and humans to face contingencies;

(c) a call center, continuously operating, with suitable and sufficient personnel to respond to user queries and/or complaints;

(d) a scheme of proactive attention to users by public distribution service providers, with sufficient information regarding the conditions of the service and, if applicable, its restitution. Additionally, the report must contain the ex-post sanctions regime for non-compliance with the actions provided for in the terms of the current Concession Contracts.

High demand users (industries, businesses): what measures will be taken

The Resolution includes actions for demand management within the emergency framework of the National Energy Sector. To this end, a voluntary, scheduled and paid demand management mechanism for Large Senior Users (GUMAS) will be implemented that allows for a priced load reduction offer.

This load reduction offer mechanism, programmed and remunerated for demand management, aimed at the GUMAS of the WHOLESALE ELECTRICAL MARKET (MEM) whose Maximum declared requirements are greater than TEN MEGAWATTS (10 MW).

Monitoring Committee

In its article 6, the Government creates the Contingency Plan Implementation Monitoring Committee (“The Monitoring Committee”), which will carry out continuous monitoring and periodic evaluations. “The Contingency Plan Monitoring Committee will be made up of a member of the UNDERSECRETARY OF ELECTRICAL ENERGY, the ENRE, CAMMESA, the Generating Agents, Transporters, Large Users and Distributors under federal jurisdiction. “The Monitoring Committee” may invite participation of its meetings to those organizations that it considers relevant for the purposes of fulfilling its function, in particular to the NATIONAL METEREOLOGICAL SERVICE, a decentralized organization acting in the orbit of the MINISTRY OF DEFENSE,” the letter stated.

Efficient use of energy in public buildings

In article 7, the Undersecretary of Energy instructed the Undersecretary of Transition and Energy Planning to review the status and compliance of actions to promote energy efficiency in the short term, medium and long term, in public buildings of the National Public Administration and measures that allow lower consumption and/or reduce GHG emissions from the public fleet, in coordination with the areas with jurisdiction in the matter.

Finally, with the signature of Eduardo Chirillo, the provinces were invited to implement measures to avoid, reduce or mitigate the impact on the energy Distribution sector, within their jurisdictions.
