General transport stoppage: when will the force measure be confirmed

The National Transportation Board will meet Next Tuesday, October 8from 11 a.m., in a plenary session of management committees and union delegates to debate the 24-hour strike to take place on October 17. In the midst of internal debates and negotiations with sectors of the Government, the day will define whether the measure of force will be carried out.

The organization was formed last year in response to the ruling party’s move to privatize Aerolíneas Argentinas. Juan Pablo Brey of the Argentine Aircraft Association (AAA), Pablo Moyano (Truckers), Pablo Biro (pilots), Omar Maturano (The Brotherhood), Mario Caligari (UTA), Juan Carlos Schmid (Fempinra) and Raul Durdos (SOMU), are the union leaders that are part of the national board.

In a new episode of the conflict between the Government and union sectorsthe main representatives of national transportation met last Thursday in a conclave where possible forceful measures against the measures of the administration of Javier Milei. There, a date was set that will be key for the definition of the fight plan of the National Transportation Board.

In detail, the main union leaders will meet on Next Tuesday, October 8in a plenary session that will seek to confirm the 24-hour general transportation strike, scheduled for Thursday the 17th. Despite the initial agreement between the leaders, the last meeting raised doubts about the actions to be taken.

One of the main points of disagreement on the measure of force is the agreement reached, last Monday, between the Government and the CGT for the regulation of labor reform. This approach can defuse the conflict between both parties.

The conclave will take place on the premises of the Federation of Taxi Workers, at Quintinuo Bocayuva 1274, with the presence of representatives of 7 unions that make up the national table: Truckers, pilots, airmen, La Fraternidad, the UTA, Dredging and Beaconing and the maritime members of the SOMU. In addition, other sectors were invited, such as Workers Association of the Automotive Transport Industry (AOITA), from Córdoba, and the Union of Maritime Pointers (SEAMARA).

It is expected that, after Tuesday’s meeting, the body will define whether the October 17 strikeif its development is modified or if the force measure is postponed.

The meeting between the CGT and the Government

In a tense political context, in the midst of the debates over the federal university march, the progress on the privatization of Aerolíneas Argentinas, and the threat of a possible general transport strikethe Government and leaders of the General Confederation of Labor met last Monday at Casa Rosada. After the meeting, both official and union sources highlighted the importance of having direct contact and the impression was left that both parties were heading towards a more permanent dialogue.

They were part of the rally, the Chief of Staff, Guillermo Francos; together with the Secretary of Labor, Julio Cordero; and the presidential advisor, Santiago Caputoheld a meeting with a CGT delegation headed by the general secretaries of the workers’ confederation, Hector Daer (Health) and Carlos Acuna (Union of Service Station Workers (SOESGyPE).

During the conclave, it was agreed to form a tripartite table (Government, CGT and business community) to advance various issues on the work agenda – such as the regulation of the labor reform -, as well as the participation of representatives of the CGT in the formation of the May Council and advance with different aspects of the labor reform.

Last Tuesday, CGT leaders defined the meeting as “good and friendly” . Daer, stated on Radio 10 that they reached an agreement with the Government “take away discretion“to the article”“anti-lock” of the labor legislation which, as drafted, proposed that any union activity that totally or partially blocks the workplace can be considered serious labor injuryand, therefore, cause for justified dismissal.

“I think the Government realized that there are things that cannot be left to chance, that the State has to interpret certain issues,” said Daer. At the meeting they agreed to form a tripartite dialogue table, between the business sector, the representation of workers and the Executive Branch, “advance in the drafting of a common text”.

For his part, the deputy secretary of the CGT and head of UPCN, Andrés Rodríguez, confirmed that the Government will not support the union reform law that is being discussed in Deputies. “He (Santiago Caputo) does not agree with modifying the law and ordered the deputies of La Libertad Avanza who do not participate in the Labor Legislation Commission” and considered that “so far he has not demonstrated an anti-union position.”
