He did it through Decree 1001/2024 published this Monday in the Official Gazette, in which the IDB undertakes to grant a line of credit of up to US$1,000 million for the “Support Program for the Improvement of Comprehensive Literacy.” This line has a term of use of 12 years and its objective is to improve literacy and strengthen educational governance in the country.
Within the framework of the CCLIP, the IDB also agrees to a specific loan of up to US$300 million to finance the “Support Program for the Federal Policy to Improve Initial Literacy.” This program has three specific objectives:
- Improve teaching and learning opportunities in reading skills in basic education.
- Strengthen decision making based on data.
- Improve equity in the allocation of educational resources at the national level.
Program Structure
It will be implemented through three components, with specific subcomponents:
- Component 1: Improving the quality of learning: Includes extension of school time, recovery programs, educational resources, and teacher professional development.
- Component 2: Strengthening information and evaluation systems: Includes implementation of information systems, federal information system, and learning evaluation.
- Component 3: Quality educational management and investment: Includes support for provincial literacy plans and a financing system for priority programs.
The official text recalls that the Ministry of Human Capital, through the Ministry of Education and its undersecretaries (Undersecretary of Educational Policies and Innovation and Undersecretary of Educational Information and Evaluation), will act as the executing agency. The Directorate of Sectoral and Special Education Programs and Projects will be administratively and financially responsible.
Finally, remember that the decree grants the Minister of Economy (or his designees) the authority to sign both the Line of Credit Agreement and the Loan Contract, and to make modifications that do not substantially alter the objective, destination, amount, or procedures. arbitration of the agreement.
