The National Government modified the conditions that determine the import of incomplete and disassembled motorcycles which are then assembled in the country, to allow each company to decide its business model – production with local integration, assembly and/or import of finished vehicles – according to its volume, diversity of models, supplier development capacity, complexity technical and requirements of the parent company. Through the Presidential Decree 1069/24, The Government also reduced the percentage of local added value that companies must apply who access the regime, which establishes a 0% rate for the importation and assembly of motorcycles in the country. The measure seeks to promote the motorcycle market, reduce the prices that consumers pay for these goods – key to the solution of mobility and daily life and as an element of work -, promote a greater range of products through competition in the sector and encourage investments.

The Government also reduced the percentage of local added value that companies that access the regime must apply.
Motorcycle imports: what the decree establishes
This 0% rate applies to the import of incomplete vehicles, completely disassembled and then assembled in the country. To access this regime, importing companies must add locally produced auto parts to the motorcycles at the time of assembly.
The Decree establishes that the minimum local added value referred to that each beneficiary must achieve will be 5% for the entire activity. In addition, Each vehicle model that is imported within the framework of the benefits contemplated by the regime must comply with a Minimum Local Added Value of 2%. The previous scheme established 11% local added value for 2025, increasing to 14% in 2028.
According to ACARA andMotorcycle registration grew 12.3% in October, when more than 43,000 motorcycles were sold, and it grew by 5.6% compared to October 2023. In recent months, a growth in the sale of zero-kilometer motorcycles has been observed, above that of used ones.
