The National Government formalized Tuesday, through the Official Gazette, a Restructuring in the Ministry of Economy by decree 70/2025. The measure, signed by the President Javier Milei and the minister Luis Caputo, introduces changes in the structure of the economic portfolioincluding the elimination and fusion of various units.

One of the most relevant adjustments is the dissolution of the Ministry of Territorial Development, Habitat and Housingalong with his sub -secretariats. Its powers were transferred to the Ministry of Public Works, which will now also cover issues of socio-urban integration and housing infrastructure. As a consequence, The personnel of the eliminated secretariat will be reallocated or, in some cases, disconnected in accordance with current regulations.
The Undersecretariat of Sociourban Integration was not suppressed, although its objectives were reoriented. Currently, it depends on the Ministry of Public Works.
The new organization chart of the Ministry of Economy also includes the creation of the Ministry of Energy and Mining Coordination, which will have undersecretaries dedicated to various areas of the energy matrix, such as electricity, liquid and gaseous fuels, as well as the energy transition and planning.
In the productive sector, the Secretariat of Industry and Commerce will gather the policies of industry, foreign trade and consumer defense, in order to boost productive development and strengthen Argentina’s insertion into international markets.
The reform also contemplates the reorganization of the Ministry of Transportation, which will now be divided into sub -secretariats for automotive, rail and aerial transport, seeking to improve the coordination and regulation of these key sectors. For its part, the Ministry of Finance will maintain its central role in the management of public resourceswith undersecretaries in charge of the budget, public income and provincial fiscal coordination, with the objective of strengthening the financial relationship between the nation and the provinces.
The changes in the Ministry of Public Works
As for the public investment, the Ministry of Public Works will expand its role, adding functions previously attributed to other areas, with an approach to socio-urban integration. According to the provisions of the decree, it will be responsible for formulating and executing policies regarding housing infrastructure, regularization of land and territorial development, in addition to managing works linked to public space. You will also have the responsibility of relieving vacancies for urban planning, working in collaboration with national and provincial organizations.
Finally, Another significant change in the decree is the elimination of the powers of the Ministry of Public Works In relation to the control of ENOHSA, the agency responsible for executing access to drinking water, which was dissolved in November 2024. This change is aligned with the “chainsaw” plan announced by President Javier Milei, who had anticipated the elimination of what he described as a “antrum of corruption.”
