Developers want to be deprived of the right to appoint their own management companies to manage new buildings. These functions will be given to the regions – in the new version of the Strategy for the development of the construction industry and housing and communal services until 2030, the concept of a “guaranteeing managing organization” is introduced, which will be appointed by the authorities of the subjects. A copy of the document sent by the Ministry of Construction to social activists on February 15, 2022 was reviewed by Izvestia.
It is noted that “abandoned” houses that were left without a manager will also be transferred to their jurisdiction – most often dilapidated, the maintenance of which costs a lot of money.
“The strategy for the construction industry and housing and communal services is still being discussed with the federal executive authorities and the expert community, its adoption is planned in the coming months. Until the final version is approved, it is premature to comment on its elements, ”Shamil Galimullin, a spokesman for Deputy Prime Minister Marat Khusnullin, told Izvestia.
The Ministry of Construction told Izvestiya that the draft document had been repeatedly amended, more than a thousand proposals had been worked out. Work on the document is still ongoing, the department stressed.
It follows from the Strategy that no later than five days from the date of receipt of permission to commission a new building, the region will appoint a guaranteeing management company for it “using competitive procedures”.
Such companies will receive houses that were left without a management company, including due to the inefficient work of the previous manager. The strategy does not indicate the term for which such guaranteeing managing organizations will be appointed.
The project involves the introduction of uniform standards for the management and maintenance of houses. The goal is to improve the quality of services of the Criminal Code. Houses where effective management companies are already working will not be affected by the changes.
The strategy, in fact, eliminates the participation of the developer in the management of the new building. But what is even more dangerous, it deprives owners of the opportunity to choose a management company, since there is a possibility that they will be “tied” to a guaranteeing company for at least a year, says Susana Kirakosyan, associate professor at the Financial University under the Government, member of the RF Chamber of Commerce and Industry Committee on Entrepreneurship in the Housing and Utilities Sector.
