ONF asks the government to expand mortgage opportunities for families with children. A corresponding letter was sent to the head of the Cabinet of Ministers Mikhail Mishustin, Izvestia was told in the press service of the movement.
The authors of the initiative propose, in particular, to issue a “Family Mortgage” for large families, regardless of the year of birth of children, and to refinance housing loans for borrowers who find themselves in a difficult financial situation.
In a letter to Prime Minister Mikhail Mishustin, the ONF proposes to provide large families with mortgages on preferential terms if the third and subsequent children are born not only after, but also before 2018. Today, the Family Mortgage program is available to families where one or more children were born after January 1, 2018. The rate on it is up to 6%.
ONF also asks to refinance the mortgage in cases where the family is in a difficult situation due to a decrease in income. They are offered to be transferred to the Family Mortgage program, thus lowering the interest rate.
In addition, ONF believes that parents of disabled children should be given the opportunity to take preferential mortgages to buy housing in the secondary market.
“The state is developing support measures for vulnerable categories of citizens, and we are proposing ways to fine-tune the system, taking into account feedback on the Direct Line with the president,” explained Arseniy Belenky, deputy head of the executive committee of the ONF.
According to him, it should be possible to reduce the mortgage burden on families facing financial difficulties.
Today, families raising children with disabilities are entitled to preferential mortgages, but this applies only to the primary housing market.
“They (families with disabled children) prefer secondary housing, it is more convenient for them. Today there are, for example, houses with apartments on the ground floor and a separate exit, or houses equipped with ramps, and so on. If there is a disabled child in the family, it is more convenient to immediately find housing that meets special needs than to equip it later, ”said Yulia Zimova, First Deputy Chairman of the Commission of the Civic Chamber of Russia (OP RF) on supporting families, motherhood and childhood.
Benefits for large families are also necessary, she believes, for this category of families, the issue of expanding living space is especially acute. Preferential refinancing, Yulia Zimova added, although there is in Russia, banks often refuse customers.
In the State Duma, the idea of expanding mortgage benefits is assessed rather positively.
